Local Cloud Infrastructure for Public Institutions

For public institutions, the cloud decision starts with the question of where the data is kept and largely ends there. Processing citizen data abroad is not an acceptable scenario.

portvMind is an open-source-based infrastructure located entirely in Turkey. Data stays within the country’s borders, the architecture is not tied to a proprietary provider and on the support line you are met by an engineer who speaks Turkish.

Industry Challenges and portvMind Solutions

Data Sovereignty

The physical location of citizen data and which law it is subject to are preconditions for public IT projects.

On portvMind: The primary copy, backups and log records are kept in the Istanbul and Ankara data centers. The physical location of the data can be documented in audit processes.

Vendor Lock-In

Public institutions have to think long term. Being tied to a proprietary platform narrows future room to maneuver and bargaining power.

On portvMind: The platform is built on OpenStack and works with standard APIs. You can take your images, data and configurations out in open formats.

Budget Predictability

Public budgets are planned annually; variable cost makes planning and spending approvals harder.

On portvMind: With a reserved commitment you fix the cost of predictable workloads. Variable workloads stay on the pay-as-you-go model and are tracked with budget threshold alerts.

Compliance and Audit

In information security audits, the certification status of the infrastructure and access records are asked about.

On portvMind: Our operational processes are certified under ISO 27001 and ISO 22301. Access history can be traced with role-based access management and transaction logs.

Continuity

In public services, downtime is a disruption that reaches citizens directly.

On portvMind: You build a redundant architecture behind a Load Balancer and define a disaster recovery scenario between the Istanbul and Ankara regions. With Backup you rehearse your recovery plan regularly.

Local Support

When a problem occurs in a critical service, the support language and time zone need to match.

On portvMind: 24/7 Turkish-speaking engineer support. You reach the team that runs the infrastructure, not a call-center layer.

Recommended Service Combination

Service Role
Compute Institutional applications and portal servers
Block Storage Application and database disks
Object Storage Document archive and audit records
Backup Scheduled backup and retention policy
Router Network segmentation and controlled access
Load Balancer Redundant service delivery
Kubernetes Managed cluster for modern container-based applications

This combination is a starting point; we adapt it together to your institution’s current structure.

Typical Architecture

Institutional applications run redundantly on Compute behind a Load Balancer. With Router the citizen-facing tier, the internal service tier and the data tier are separated from each other; the data tier stays closed to the internet.

The document archive and audit records are kept in Object Storage. The retention period is defined with lifecycle rules according to your regulatory requirements and cleanup is automatic when the period expires.

The backup policy is tied to a schedule with Backup. Thanks to bootable backups you can rehearse the recovery scenario without affecting the production environment and document that your business continuity plan really works.

By using reserved commitments for predictable workloads you fix your annual budget, and you keep variable loads on the pay-as-you-go model.

How Do We Proceed for Your Institution?

In public projects the first step is usually a scoping study: which workloads can be moved, which must stay within the institution and in what order the migration will happen are determined together.

Then a pilot workload is chosen and tested in real conditions. At this stage we work with the institution’s IT team and prepare the migration roadmap and continuity plan.

Migration consulting is free of charge. You can reach our team to discuss your institution’s requirements.

Frequently Asked Questions

Yes. The primary copy, backups and log records are kept in the Istanbul and Ankara data centers. No data is transferred abroad without your explicit consent.

An OpenStack-based open-source architecture. Standard APIs are used; moving your workloads to another environment in the future is technically possible.

Our operational processes are certified under ISO 27001 and ISO 22301. Our data centers meet the Tier III+ standard.

For predictable workloads you fix the unit cost with the reserved commitment option. For variable loads you track spending during the period by defining a budget threshold.
