The metering unit depends on the service: for Compute, storage, network and platform services metering is per minute. For GPU / AI Compute it is hourly, because the card is reserved solely for you for as long as it is allocated.
If you want to see the transition coming, you can define a budget in the console. You get alerts when your spending reaches the thresholds you set, and with overrun forecasting you learn in advance whether you will exceed the budget by the end of the period.
